We went for a walk up there this afternoon and noticed that too. If I'd had a windlass I'd have sorted it out, it's not difficult. Having gone through a variety of manned locks (River Thames,River Trent,Sheffield & South Yorkshire,River Derwent, Hanham Lock) I have had the first question on a few occasions conversationally, but neither of the other questions generally except the second when buying an EA licence on the Thames and a licence to go into Bristol Docks at Hanham (since they put the reg no on their paperwork).
