I remember from my youth in / around braunston that if ever any pound was drained I used to nose around the locks and fish out all the non magnetic windlasses (as a kid being thigh deep in mud / sludge didn't concern me)

I hadn't thought of it that way - good point! I hereby change my view of this activity as follows:

CRT ought to be supporting this wonderful and interesting hobby, which is both good for the soul and for the waterways!  They should encourage a non-magnetic cadre too, to extend the fun and frolics to fishing out traffic cones, snapped-off fenders, mattresses, saris, coconuts and like. Bless them all and may the total number of them getting blown up by any unexploded ordnance they fish out remain relatively small.

Unofficially they do,I reported a load by a bridge, a couple of weeks later I met the CRT supervisor for that area and he said they waited until the next day to collect hem as often they get picked up later and weighed in for scrap, saving CRT the trouble
