I would have thought there would be plenty of CCTV on the factories around that area, so they should be able to find the lorry and crane that dumped it.

I've been told the owner/responsible person has been found.  As far as I can work out from what I've been told, it's being kept there by a nearby factory, possibly for some metalwork.  When the council tried to find out about it a month ago, they were met with denials.  Now they've upped the ante a bit and the factory has admitted to it.  It's a very industrial area with few pedestrians on a dead end with a scattering of industrial units.  Even so, it's blocking the highway.  I imagine the factory just doesn't have enough room for it in their compound.

Looking at where it was left and how carefully it was placed, I would have suspected that this was the reason behind it too.

The Council say it is on the public highway, but Google Streetview suggests Vittoria Street is a private road.
