I would assume that the rules for such a submission required a hard copy plus an electronic copy.

is this not the case?

did the group not submit it electronically?

 

Indeed they did

 

Paper and digital copies are required, and have been for a very long time. The first one I assessed, in 2003, came with some CD-R discs - I think some assessors have had stacks of 3.5 inch floppy discs in the dim and distant past.

 

Paper copies are required as people like me find them useful, you can have several documents open on the table at once, something you'd need an A1 size touchscreen to make work digitally. Electronic copies are much easier to copy and archive, and to search. The job would be all but impossible without both
