It is in the old bylaws for BW which, I believe, were adopted en mass by CRT.

I haven't looked at these again, but IIRC:

  • Those ones (note there are changes within the document: it starts at 1965 and the last update is dated 1976) are current and it's the complete list
  • That set may not cover every situation that's relevent today, but it's quite a good list all the same
  • There are definitely issues and uncertainties with the details: the size of the penalties, enforcement, and collection

It might be a good thing that CaRT has started referring to them on official signs.  Perhaps it's an indication they CaRT is rethinking their regulation and enforcement methods.  Given a choice between the expensive and heavy-handed "endgame" of the current enforcement process, and a set of byelaws (with realistic, readiliy collected penalties), I think the byelaws, with much less use of the current process, would be best overall.

We would not need so many signs if people used a bit more common sense and did their best to avoid making themselves to others.  Maybe common sense isn't common enough.

I suggest that the two threads on the same topic are merged.
