going to Newark in 2 weeks time when mooring up from notts to and including Newark, will I be able to get the dogs off onto the bank due to the high walls

In many places no you wont. Newark is a lovely spot and some places are low enough to get the dog off but its certainly a lottery.

Moor up outside the C&RT offices (pontoon with elec, water and a ramp)

Alternatively moor up in front of the 'Barge' (floating pub) near the bridge - wall is low and easy to step off.

When cruising from Nottingham to Newark several of the locks lock have visitors pontoons with ramps. Dogs - no problems

There is a fairly low wall on the upstream of Holme lock .

A visitor pontoon and a small low section of wall upstream of Stoke Lock

A visitor pontoon between the bridge and the lock upstream of Gunthorpe lock.

A moderately high  wall upstream of Hazelford lock and a low section of wall downstream.

A visitor pontoon at The Bromley at Fiskerton.

A visitor pontoon at Farndon.

A visitor pontoon at Newark near the C&RT offices .

A low wall downstream of Nether Lock

A visitor pontoon and a low section of wall upstream of Cromwell.

You can get from Notts to Newark in a day should you wish to push on, all the locks are manned during CaRT working hours so there would be no need to get off the boat with the dogs whilst passing through these locks. Most of the lock moorings are leval and same with visitor moorings, however Newark is popular and the CaRT moorings tend to be hogged.  Moorings same side as the floating pub would need you to lift the dog if next to the wall. The problem is Newark is a good spot and you tend to have boats over staying or boats coming from their local Marine's to do the weekly shop and filling the CaRT moorings.
