What is this 'curly' boathook?

This strange curly 'boathook' head was offered for sale at a recent HNBC auction. What is it?

Someone said it might be a railway tool, used possibly for reaching under carriages to retrieve dangling chains without the worker having to risk his neck going under the carriage himself.  But can anyone identify it definitively?  Where can I buy one?

Also known as a " Pig's Tail ". Great for bladefuls, as already mentioned.

Does all Dave says if you grind the inner curl of the pigs tail to an edge it will cut non metal "clutter" off the blade, before weed hatches a can't be with out tool along with a keb.

I think if wanted one rather than going to the trouble of finding a specifically bent one I would buy a steel boat hook and bend it.

Still available to purchase new.

I am never without one and nine times out of ten much easier than messing with a weedhatch.
