If Salter's is silted, then no one can get onto or off of the Middle Level from that side, so I think it is in their interests to have it done!

Oh indeed, but not necessarily in their interests to pay for work done on someone else's waters. Whoever foots the bill, I hope that it's soon back to its optimum navigability.
