That is what I was thinking you have always been able to moor there on payment to the lock keeper and there were posts for perhaps 3 boat lengths ae the end nearest the lock . They have been increasing the amount of flood safe moorings all the way up the Avon, which isa good thing, but personally I don't plan on being on the Avon when I need the tall posts! There's quite a few of those in Worcestershire (and in Gloucestershire too as it turns out that's where Tewkesbury is).
