how to attach stuff below the gunwhale

my gunwhales are full of foam and metal i could posibly get a fixing on the one side to a batton,but how can i make a secure fixing for water and gas ect?

Glue some wood to the metal bits with flexible, waterproof adhesive (e.g. 'WetGrab'). Screw pipe fixings into the wood.

I have some heavy radiators which are fixed to the thin oak faced ply using 'hollow wall anchors' like these from B&Q:

I fixed the top lining of 9mm ply to overlap below the gunwale.

I fixed the bottom lining also of 9mm ply.

Then I found that standard 4"x2" CLS timber batten could be wedged in between the overlapping top lining and the bottom lining. Then all I needed was a few screws from the front through the top lining, to secure the batten in place.
